After years of disappointment in the 1980’s, new GM Tom Donahoe quickly built the Steelers into a Super Bowl contender in the 1990’s via a handful of shrewd drafts, trades, and free agent signings. But just as quickly as they were built, bad personnel moves and a feud with head coach Bill Cowher brought the Steelers right back to square one as the decade ended.
